I just downloaded Rad Decay 4.0, and started to use. But, I am surprised by the information about 212Bi: no gamma ray. In my previous version of Rad Decay (very old one, 1997), 212Bi has 23 gamma rays, including 727keV with 11.8% probability. This gamma ray appears in other databases, and I personally detected it in the natural gamma background.

You will have to get in contact with the ones that created the application, because there is no information related to Rad Decay and the 212Bi. The official website doesn't offer anything related to that. The fact that is missing, must have an explanation, one that the developers can give. Access the Contact US page, and get in touch with the developer of the application. He should provide additional details regarding the lack of the 212Bi information.

I double clicked on the 'RadDecay.exe' program icon, but it showed: "RichEdit line insertion error". How to solve this problem? I am using Windows 7.

This is the program's error. You receive this error because of the bugs and because of the DLL files that are not fully compatible with Windows 7. However, there is a beta version available for you to download. Try to remove the current version and install that one.
